Improving cross-cultural comparability: does school leadership mean the same in different countries?

Recently, there has been increasing interest in comparing educational leadership measures, such as principal school leadership, using International Large-Scale Assessments (ILSAs) data. However, are doubts about the uniformity of measurement across countries participating ILSAs. There concerns that robustness and psychometric characteristics measures adversely affected by socio-cultural, economic, political, linguistic diversity countries. The current study examines cross-cultural model data for “principal instructional scale” framework supplied Organization Economic Cooperation Development (OECD)’s Teaching Learning Surveyis employed to estimate conceptual test invariance forty-eight Countries then divided into more homogenous groups, based on their socio-demographic characteristics, within these sub-groups. results this reveal that, when testing fourty-eight together, scale measuring principals’ is invariant all only at an intermediate level (i.e. metric). This means factor structures loadings equivalent countries, but item intercepts not. sub-groups, improvements comparability found. paper concludes making suggestions improvement, discussing implications policymaking recommendations future research.
